Financing Business development UK Government publish new three year strategy for small business


The Small Business Service press release introduced the new strategy as follows: "New three-year strategy for small businesses published Giving every child an experience of enterprise by the time they leave school is to be a part of the new three-year strategy for small businesses, unveiled today. Other aims include an enhanced strategic role for the SBS, boosting the profile of Business Link and ensuring a better regulatory environment for small firms. The strategy, "Small Business and Government - The Way Forward", is designed to encourage more people to have the ambition of starting their own business and give anyone who takes that step every chance to succeed. Launching the strategy, Martin Wyn Griffith, Chief Executive of the SBS said: "This is a three year strategy with a long-term vision. We're fine-tuning the way we work in order to ensure a better engagement between government and the small business community. "The SBS will work as a centre of expertise, an innovator and an engine of change. Our aim is to encourage people from all works of life to want to start and grow a business." The strategy focuses on seven 'pillars' to boost the UK's entrepreneurial culture. They are: building an enterprise culture - including helping young people gain an understanding of entrepreneurship through influencing them at school;

encouraging a more dynamic start-up market - a series of local enterprise events will bring together Government and private service providers to give potential entrepreneurs information about help available;

building the capability for small business growth - raising performance through boosting management skills and workforce development. Recent SBS research has shown the massive benefit that goes with taking professional advice;

improving access to finance - ensuring gaps in finance provision are met, through initiatives like Early Growth Funding and the completion of the Regional Venture Capital Fund scheme across the country;

encouraging enterprise in disadvantaged communities and under-represented groups - such as continued investment in projects through the Phoenix Fund. SBS targets are now in place to reduce the gap between start-ups in the most and least disadvantaged areas;

improving small businesses' experience of Government services - SBS will work with other Government departments and agencies to provide more joined-up services to small business and easier access to those services via a new Business Link portal;

developing better regulation and policy - SBS will work with the Small Business Council and the Better Regulation Task Force to ensure policy makers take full account of small business views. By March 2011 SBS will introduce a 'small firms impact test' to ensure that small firms concerns are considered at the very earliest stages of policy-making. The strategy builds on the Pre Budget Report paper Enterprise Britain: a modern approach to meeting the enterprise challenge and the joint Treasury and SBS Cross Cutting Review of Services for Small Business report, published in October."

These will later be published by SBS as a searchable online resource for use both inside and outside government. ACCA launch Small Business Manifesto (Date: 20-07-2002)
The press release states that "on 23 July, the Minister for Small Business, Nigel Griffiths MP, will launch the Small Business Manifesto of the Association of Chartered Certified Accountants' (ACCA, ACCA and Small Business - A Vision for the Future. Journalists are welcome to attend. The Manifesto makes a number of innovative proposals to promote the growth of enterprise in three critical areas: helping small businesses to handle regulation; providing better financial information; and improving access to finance. Francis Chittenden, Chairman of ACCA's UK Small Business Committee, said: ?The relatively modest medium-term growth rate of the UK economy and the current fragile economic climate means that much more must be done to promote the enterprise culture in the UK. Accountants are the first-choice advisers of small business and are at the hub of local commercial networks. ACCA's Small Business Manifesto provides the framework for an extensive programme designed to encourage a healthy and vibrant small business sector.? The key proposals in the manifesto are set out below. ? The Audit Commission should be given responsibility for monitoring the impact of all regulation to determine how far it is necessary. All Regulatory Impact Assessments should be subjected to a rigorous review by the Audit Commission before being presented to Parliament. All government departments should also be subject to a periodic Regulatory Review by the Audit Commission. ? The introduction of a Compliance Penalty Scheme should be explored. Government departments responsible for placing compliance burdens on business should be expected to show reductions in these burdens year on year. Departments which fail to achieve the targeted improvements should have their annual budgets cut by the Treasury. ? There should be realistic financial incentives for submitting Government returns electronically. A large amount of business information is stored electronically and could be transferred to the relevant authorities through the internet, rather than by manual completion of forms, thereby significantly reducing the administrative burden in the process. ? To enhance the enterprise culture, the Minister for Small Business and the equivalent positions in Scotland, Wales and Northern Ireland should be Cabinet-level appointments, giving the small business sector the profile which it deserves. ? The Government must provide businesses with fast-track legal remedies for late payment. The fast and effective German Late Payment Court could be taken as a model. ? Joining Entrepreneurs in their World: Improving Entrepreneurship, Management, and Leadership in UK SMEs. Small businesses are the backbone of the British economy, accounting for more than half of the UK's turnover. Failures are frequent and often are thought to be due to management and leadership weakness. Clearly, helping improve the quality, calibre and capacity of leaders in small and medium sized businesses can have a significant impact on the British economy. Even more so because entrepreneurs provide the key to Workforce Development in smaller businesses. If entrepreneurs are not engaged, then their workforces will not be either. But small business entrepreneurs are also the hardest to reach and reluctant to engage in external activities away from their day to day business. There is a plethora of schemes available, many publicly funded, the majority offering formal learning opportunities. However, entrepreneurs feel confused by the array of opportunities, find the approach bureaucratic and often irrelevant to their needs. There is little demand or desire for formal training opportunities and a strong preference for informal learning opportunities that mirror their own working practices. The provision currently available is largely supply led - for us to achieve our goal of improving management and leadership abilities in entrepreneurs, it is vital that we stimulate demand and meet that demand with relevant, accessible solutions. Entrepreneurs are clear about the abilities, skills and experience that are needed to be good managers and leaders. Whilst the language and tone is different, the core skills closely mirror those identified by the Council overall. Entrepreneurs emphasise that the crucial skills needed to build strong businesses are people abilities and strategic and analytical thinking abilities. The real challenge is to join entrepreneurs in their world - stimulating demand, helping identify priorities for learning and giving the entrepreneur ownership of their own learning opportunities. Crucially, entrepreneurs must be responsible for making their own choices and decisions - the starting point must be for the entrepreneur to choose a partner they trust to help identify the priorities and challenges. Griffiths announces UK is first choice for entrepreneurs (Date: 16-05-2002)
The DTI press release reads "New survey shows business confidence for the future is high. A new survey confirms that the UK is one of the best places in the world to do business, DTI Minister Nigel Griffiths said today. Speaking at the launch of 'Lifting the Barriers to Growth in UK Small Businesses' commissioned by the Federation of Small Businesses (FSB), Mr Griffiths said: "I am extremely encouraged by the optimistic view shown in this survey of over 18,000 key small businesses. "The survey confirms that small businesses are the drivers of our economy and will continue to play a key role in the UK's future economic prosperity. The fact that so many firms are experiencing sales growth and are creating new jobs, in spite of a world downturn, shows that the UK is a first choice location for entrepreneurs." The FSB survey shows half of all respondents stated their sales volume had either gone up or risen considerably over the past year, with a quarter of respondents taking on new staff. Over half of the respondents want to expand their business either moderately (52 per cent) or substantially (13 per cent) in the future." (Source DTI)

A special edition of Entrepreneurship Theory and Practice will explore "Alternative Perspectives of Entrepreneurship". Peter L Jennings, Lew Perren and Sara Carter will act as guest editors under the executive editorship of D. Ray Bagby. Analysis of the papers published recently in mainstream entrepreneurship journals suggests that the prevailing discourse is dominated by functionalism. With a few notable exceptions, there is a dearth of papers pursuing opportunities for theory development within alternative paradigms. This special edition seeks to stimulate critical discussion on alternative perspectives to encourage the creation, development and application of theory in entrepreneurship. We particularly welcome submissions that contribute towards theory development within paradigms not normally found within the mainstream entrepreneurship literature. We aim to feature a range of alternative paradigms, which may include, amongst others, interpretivism, Marxism, feminism, Foucauldian, Habermasian, Rortian and Giddensian perspectives. Authors are expected to embrace an holistic perspective that provides an authoritative account of the implications of the paradigm adopted for the broad arena of entrepreneurship theory development. As researchers we face the need to create and use novel perspectives that challenge the prevailing paradigm of knowledge, theory and research. ISBA 2002 Conference News (Date: 12-05-2002)
Our understanding of small firms continues to grow, as does the literature on small firms. However, any analysis of the small business research output reveals multiple perspectives some of which appear to produce contradictory results. Exploring these competing perspectives is the theme of ISBA 2002 conference. This theme appears to have struck a chord with colleagues, as we have received over 180 abstracts and are expecting a bumper year for papers. We have introduced some innovations for this year, so in addition to the normal academic papers, we have also encouraged colleagues to submit for the Practitioner Track, the Educationalist Track and the Doctoral Track. Colleagues have also kindly offered to organize sessions around Special Themes (see website for details). These innovations seem to have worked well, so we are expecting a broad range of presentations and some new faces that have not attended the conference before. We have had some enjoyable lunchtimes looking around Brighton hotels and are pleased to confirm that the Old Ship on the seafront will be the main conference venue. We are fortunate to have been able to book the whole hotel so they will be exclusively focused on our needs. The Old Ship provides a great venue as it is at the centre of the City and close to all the amenities, restaurants and bars. Academy of Marketing SIG on the marketing/entrepreneurship Interface (Date: 09-05-2002)
Towards a Research Agenda Co-ordinator David Carson University of Ulster At the last symposium of the AM SIG on the Marketing/Entrepreneurship Interface hosted by Oxford Brookes Business School, there was a strong desire by delegates that the SIG should seek to create a research agenda that would serve to develop thoughts, ideas, insights and theories in the future. This desire has been reiterated by the SIG Steering Group meeting in April 02. I am honoured (I think), to be given the task of attempting to stimulate discussion on the above and to collate and help evolve ideas. Where to begin? At the SIG plenary session on this issue there was general agreement that we seek to attempt to define what we mean by the Interface. In this definition we would seek to identify the scope and parameters of the Interface and research surrounding it. Our broad aim would be to attempt to create a broad Conceptualisation of Interface Research, and eventually move towards theory building a ?New Marketing Paradigm in the area. At this point, like most of you I suspect, I don?t have much idea what this might be, but initially, let us see if we can evolve our thoughts into something that might be loosely called a definition of ?What is the Interface?? Several researchers have made tentative explorations into this domain in the past, two examples that I am aware of are Muzyka & Hills (1993) and Carson & Coviello (1995). Further reference might be made to the Inaugural Commentaries by Gerry Hills and myself in Vol 1, No1, of the Journal of Research in Marketing and Entrepreneurship (1999). I don?t know whether any of these references are entirely appropriate for this particular exercise but I offer them here for those that might want to peruse earlier thoughts. Alternatively, there is a strong case for original thought, if this is possible. On this I?m not absolutely sure, since many of us have been involved in Interface SIG meetings for several years and know the broad thrusts of much of the research on both sides of the Atlantic and beyond. So, we begin with the question, ?What is the Marketing/Entrepreneurship Interface?? My hope is that I can run a loose Delphi approach by accumulating and collating contributions and circulating these for further thought and refinement. I don?t envisage that we need spend too much time on this question. Once we have something established I would think that we could move on quickly to a focus on ?research issues? surrounding the Interface. For the moment though, simply construct a one paragraph definitional statement on what you perceive as the Interface. This paragraph should be confined to approximately 100 words, partly in seeking conciseness and partly in managing contributions into a Delphi style statement.
